      <title>China's wind power policy</title>
      <description>According to the "China Wind Power Report 2007" (http://www.gwec.net/uploads/media/wind-power-report.pdf), the National Development &amp; Reform Commission aims to commercialise the wind industry by initiating a wind power concession programme &#65288;&#39118;&#30005;&#29305;&#35768;&#26435;&#39033;&#30446;&#65289;since 2003. With the introduction of Renewable Law in 2006 and other measures, wind power has moved to a fast development path since then, from 764 MW in 2004 to 1266 MW in 2005 and 2599 MW in 2006. As a result, China's 2010 wind power target of 5GW is expected to be reached two years earlier, and government has revised the target to 8 GW. Under the wind power concession programme, the provincial grid company must sign contract and buy all the electricity generated from wind project of the winner bid, the price difference between wind and average electricity is shared across the national grid to give certainty of return for the investors. However, as the report says, there are also various problems associated with the wind power concession programme. Lessons has to be learnt from previous experiences to facilitate a health and rapid development of wind power in China.

      <title>coal more profitable</title>
      <description>I don't like to say it but investors rates of returns for coal plants are just so much higher (15-20%) than for wind farms (5-11%), because of the high initial capital investment costs for wind power.  Maybe the government could provide lower interest rates for wind power development.  Is it a possibility?</description>
