      <description>Reading Mr. Perlin's article reminded me of the recent Brookings &lt;a href="http://www.brookings.edu/papers/2008/05_carbon_footprint_sarzynski.aspx"&gt;report&lt;/a&gt; on the differing carbon footprints of different American cities. The bottom line is that there's a great deal of variation in the US, and California looks very good in this. That said, China must follow different models on different issues, but I think that Brazil, of all the larger nations, has spawned some of the most interesting innovations.
