      <description>It isn't enough to reduce emissions, improve coastal city design, emergency response, etc.  Why are so many cities in coastal areas to begin with?  Trade of course, and stopping trade is not the answer.  But restricting residential and commercial property development along coastal areas will need to be explored as well.  New Orleans is actually an exception to the norm in coastal urban design in that it still had a natural buffer in place across the entire city.  The lake behind New Orleans contributed to much of the flood waters.

Now look at the typical coastal city.  Developers and local officials want to build up as much "waterfront property" as possible for profit and political careers but this brings both people and businesses to the areas of greatest danger.
