<description>"* Comparing China’s performance against the other BRICS (Brazil, Russia, India and South Africa) across the three principles domains (policy, business, and societal) quickly reveals that it performs best in the policy domain, and worst on social enablers, whilst India and South Africa outperform the other BRICS on the business action domain."

This fact goes to show that China is good at putting things on paper and making broad declarations but has no will or desire to participate in any activity that harms the short term profit potential of CCP members.
