      <description>This is an extremely balanced article over an understandably sensitive issue.  If its "narrated in a seemingly objective and just way" by presenting both sides of the story, than maybe (gasp!) the author is actually doing his job in reporting both sides of the story. 

The fact remains that there isn't any "win-win" solution when it comes to the trans-border effects of mass water diversion projects. Diversion necessities a winner receiving more water and a loser receiving less. </description>
