如果中国20%的温室气体是来自出口其他国家的产品，那么在计算国家减排表现的时候，中国为什么不提出让这些国家为它们“外包”的排放买单？中国推卸责任对任何人都没有好处。
If 20% of China's greenhouse gas emissions are attributable to products which other countries import from China, then why is China not campaigning for those countries to take into account the emissions which they have "outsourced" to China when calculating their national performance against GHG emissions reduction? China's buck-passing rhetoric does no one any favours.
