According to the article, two factor will be crucial in the development of the wind power. The technique imported from EU, the Clean Development Mechanism, nay, this mean China will give money to EU company for the equipment and for buying the power generated from the equipment.

我很欣赏舒晓的这篇文章。政府的政策或引导以及市场推动力已经成为两种机制来加速风力的发展。但是市场推动力的作用很滞后。中国需要更好的制定市场机制来促进可再生能源市场的顺利和持续性发展。国内的核证减排量的实验项目并结合国际二氧化碳的交易机制可以成为很好的测验项目。至于进口相关技术,就需要支付别人的发明费用。如果喜欢创新,有很多办法去做并且可以赢利。- Feng X.

Embracing Dual Mechanism

My appreciation for Shun Xiao's article.

Two mechanisms have already in place to accelerate wind mill development - policy or government guidance, and market driving force. The latter lags significantly behind. China needs to better establish the market mechanism to facilitate a smooth, sustainable development for renewable energy market. In this regards, domestic CER pilot program, merging with international CO2 trade mechanism etc are good testing programs.

As for importing technology, you got to pay for what other invented. If you like to innovate, there are many many ways to do it and make money.
