Two mechanisms have already in place to accelerate wind mill development - policy or government guidance, and market driving force. The latter lags significantly behind. China needs to better establish the market mechanism to facilitate a smooth, sustainable development for renewable energy market. In this regards, domestic CER pilot program, merging with international CO2 trade mechanism etc are good testing programs.
As for importing technology, you got to pay for what other invented. If you like to innovate, there are many many ways to do it and make money.
