I am not sure that you are allowed to make a balance between us both though the markets are the same size as many other data. In facts EU stay a virtual power of ruling while China is a true power of leading. That's why your contribution doesn't seem to me looking for comparisons but for divisions among europeans countries us.

This is a very constructive report and I agree with most of the arguments. Only one thing needs to be pointed out that “low-carbon economic zones” should not just be established in China alone, but in Europe as well. If the low manufacturing cost and huge market scale in China can help to lower cost of low carbon technologies, then higher disposable income and welfare level and more advanced social economic institutions in the EU make it more endurable to the uncertainty and risk during the low carbon transition, as we see Germany leading in deployment of renewables (solar and wind) through spread cost to all consumers. Both China and EU leaders need show their ambition and resolution in tackling climate change by closely working together to remove tariff barriers to trade of low carbon technology and goods (as we see in the cases of energy saving bulbs and PV panels made in China), barriers to low carbon technology transfer (e.g. clean coal technology), and promoting sectoral standards agreements on the ground of mutual benefits.
