During the period when the Soviet Union still existed, upstream countries protected water so that downstream countries would be able to access water. Meanwhile, upstream countries could receive forms of compensation for the compromise.Can all the countries try to reach such an agreement now?

I do not think that the former USSR's political system is to be solely blamed for the water tensions among central Asian countries. Historical impact is only one way to explain the problem; another factor to consider is that central Asia has always been a dry area with little rainfall, although not as serious compared with the Middle East. In addition, short supply of water is a global issue. Allocation of water resources among neighboring countries has always been a heated topic in terms of diplomatic relations, all because of the indispensable water resources.
