The contest is organised by the Students’ Association for public affairs to help university students think about current issues of economy, culture, environment, and effective ways to build a harmonious society. Contestant teams will be assigned different roles as the government, the public, NGOs, experts and so on, and will construct arguments as advocates or opponents of a given policy. They will think and deal with the policies according to the interests of the parties they play and consider the cases from the perspectives of other teams. While consensus within groups on basic issues should be made before the contest, throughout debates and negotiations participants will use their own arguments, which will improve their capabilities. Please come up with specific measures about how to reduce greenhouse gas emission for the globe. The judges are from famous universities and institutions, including professors from Tsinghua University, Peking University and Wuhan University, and the WWF Director in China.

The number of new and amended environmental laws and regulations that were passed or came into force last year was impressive. The ones that garnered the most attention were the laws targeting energy conservation, water pollution, environmental information disclosure, and the plastic bag ban. There were, however, many other less noticed, but important legal trends, such as new listings added to China's inventory of existing chemical substances and expansion of energy efficiency labeling programs. There has also been some interesting convergence between some environmental laws and plans--an issue that has received little discussion outside of China. At this January 15th our three speakers are all environmental lawyers who have considerable experience working with Chinese policymakers and environmental law professionals. Climate Change and Urban Poverty - Infrastructures of Development / 气候变化和城市贫困 ——基础建设之发展

Background There is now widespread agreement that global warming is taking place, and that the lives of the poor will be, and already are, negatively affected. Knowledge about the processes that will drive change, and the policies that would help poor people adapt to these changes, remains limited. This is particularly the case for the urban poor who, over the course of the next 25 years, will become the majority of the world’s poor people. In this context, the identification of best practice in how cities are designed, built, managed and occupied will be a key factor in shaping the well-being of the poor. Conference Goals * To raise the awareness of policymakers and public about the need to protect poor people from the harm wrought by global climate change, particularly in Bangladesh. * To deepen understanding of the ways in which climate change will impact on the lives of the urban poor and contribute to urban planning policies and governance structures. * To identify policies and practices to effectively adapt low-income urban Bangladesh to climate change. Fragments: new environmental art works by Huang Xu

In his London debut exhibition at the October Gallery, Chinese artist Huang Xu presents a series of ethereal prints exploring the fragile nature of the contemporary global economy. The tattered remains of plastic bags from rubbish heaps in China are collected and digitally remodeled, in three-dimensional scanners normally used by archaeologists, to produce images of haunting luminosity. For Huang Xu, the mundane history of the plastic shopping bag evokes a critical commentary on China’s acceleration towards a free-market economy and the global shift in the fortunes of capitalism. Far from resembling waste, the Beijing-born artist’s densely textured, luminous prints suggest the fine silk textiles of Imperial China, evoking an age of decadence and wealth, and recalling the historic trade links between China and the West. Isabel Hilton, chinadialogue Kenneth Hewitt, Wilfrid Laurier University, Cold Regions Research Centre Katherine Morton, The Australian National University The Himalayas in the Tibetan Plateau and Karakoram North Pakistan, whose glaciers supply water to some 40 percent of the worldâ s population, are a climate change hotspot. The Tibetan Plateau has experienced a 1 degree Celsius temperature rise in the past decade alone. The 40,000+ glaciers in Chinaâ s Himalayas are in rapid retreat, posing grave environmental and human health threats and the prospect of catastrophic water shortages. Chinaâ s foremost glacier scientist, Yao Tandong, predicts that Chinaâ s glaciers will disappear by 2050, while the UN Intergovernmental Panel estimates they may be gone by 2035. In Northern Pakistan, temperature increases are leading glaciers to expand, which also poses environmental and water challenges. About the Congress The University of Copenhagen is hosting an international scientific congress on climate change under the heading "Climate Change: Global Risks, Challenges and Decisions", 10-12 March 2009 in Copenhagen, Denmark. The congress is organised in cooperation with nine other universities in the International Alliance of Research Universities (IARU). The main aim of the congress is to provide a synthesis of existing and emerging scientific knowledge necessary in order to make intelligent societal decisions concerning application of mitigation and adaptation strategies in response to climate change. The congress aims to identify and synthesise the science, technology and policy advances required in order to ensure sustainability of global communities in the current and coming decades. The findings of the congress will be supplementary to the work of the Intergovernmental Panel on Climate Change (IPCC). The congress will provide a summary of existing scientific knowledge two years after the last IPCC report. Scaling Up: From Green Buildings to Green Cities in the US and China

Buildings consume well over 30 percent of all primary energy in the world, more than either transportation or industry. By building green, we can reduce energy consumption in this key sector by 30-50 percent and cut greenhouse gas emissions by similar margins. It is also one of the cheapest ways to do so: green building adds only 1-5 percent to construction costs, which are recovered through reduced energy demand in a few years or less. The green building revolution has begun, but it has far to go. In the US, the floor space of LEED-certified buildings totals 12.5 million square meters, with much more in the pipeline. California leads the way, with far more green buildings than any other state. In China, green buildings have gone from zero in 2000 to 4 million square meters today, again with much more in the offing. Today, the greatest challenge for green design is to scale up -- to move beyond pilot projects and piecemeal solutions to building and retrofitting on a massive scale in order to have a meaningful impact on global warming. Green materials must be mass produced, construction techniques must be standardized, and the principles of green design must inform urban planning, not simply the design of individual buildings. These are the critical issues this conference will address. This one-day conference is the first to bring together leading green design specialists from the fields of research, technology, architecture, business, and policy from the U.S. and China to build dialogue and collaboration. Geo-engineering is the large scale intervention or manipulation of the Earth's natural climate system to help tackle man-made climate change. It is not a solution to climate change but can it be an effective means to delay its impact? There is growing evidence that mitigation efforts to reduce emissions of greenhouse gases may not be enough to avert unacceptable levels of climate change. Global emissions are currently higher than even the highest scenario produced by the Intergovernmental Panel on Climate Change (IPCC). Join an international expert panel including Professor David Keith, leading climate scientist and member of The Royal Society's geoengineering study, to discuss whether it is time that we start researching geoengineering seriously as Plan B.

JFS Global Opinion Survey on Japan's GHG Emission Reduction Targets for 2020

In preparation for the Copenhagen meeting (COP15) of the UN Framework Convention on Climate Change at the end of 2009, Japan is currently engaged in debate about the country's medium-term greenhouse gas emission reduction targets (for the period 2013 to 2020). After considering public opinion and various other views, Prime Minister Taro Aso will decide on the medium-term targets this June. While environmental NGOs are calling for major emission reductions, industry is making a strong appeal for targets that will not lead to big reductions. A large gap in their positions persists. Japan for Sustainability (JFS) would like to ask people around the world for their comments, and then share their findings with Prime Minister Aso and the Japanese media. The Beijing Green Train

On hearing of the death while riding of one his more stubborn ideological opponents, the champion of evolutionary theory, T H Huxley, said that it was the first time that the man's head made contact with reality, and the experience had obviously proved fatal. Gordon Brown claims that the world needs "a new paradigm that moves the environmental challenge to the centre of policy", and yet, in spite of the fact that both the UK and the world as a whole are already in ecological debt due to overconsumption, he remains convinced that the global economy can double in size over the next twenty years. A lot of faith is being put into carbon markets to tackle climate change. But the markets we do have, like the European Emissions Trading Scheme, are out-of-line with the carbon cuts that science tells us is necessary. In other words, without much more dramatic caps on emissions, we could end up trading ourselves over a global warming cliff. It's the paradox of environmental economics. Sometimes in well-intentioned attempts to put a price on natural resources, we can miss the bigger picture. So, to connect our politicians with reality before it is too late, we've come up with a question. And, we'd like to know what you think. nef has teamed up with the Ecologist to run an essay competition. The question is:"How do you price the extra tonne of carbon that, once burned, tips the balance and triggers potentially catastrophic, irreversible global warming?" The Politics of Climate Change Agreement

Join this high-level debate on the politics of reaching a multilateral climate change agreement in 2009, what the elements of a deal might be, and what the alternatives are if a deal is not reached. Can agreement be reached on a new climate deal in Copenhagen in 2009? Since the United Nations Framework Convention on Climate Change (UNFCC) meeting in Bali in December 2007, the UNFCC negotiations have emerged as the most likely forum for international agreement on climate change action. But the deadline for reaching agreement is at the UN meeting in Copenhagen at the end of 2009 in order to have a treaty in place when the Kyoto treaty expires in 2012. There is now some international consensus, but there is much still to be settled that requires unprecedented levels of international co-operation. This conference will focus on the politics of reaching agreement, and will ask: • where there may be the need for collaboration and compromise • what the alternatives are if agreement is not reached • what the roles of major players such as China and Russia will be • whether the USA's new administration can put a strategy in place in time to reach agreement in 2009 • whether developing countries can achieve an equitable deal • whether global economic recession will create an opportunity to finance low carbon development; a 'new green deal'. New Life Copenhagen

New Life Copenhagen festival is a contemporary art festival taking place as official part of the COP15. It will engage 10,000 people in 10 days as a collective manifestation of individual power of action and personal engagement in the contemporary climate debate. It now invites artists to engage in the pressing issue of climate change and submit proposals for sustainable “life rules” that can be followed by people in their everyday lives. During the festival in December, these rules or interventions will be followed by 10.000 people living in Copenhagen. Proposals should question cultural habits and can also include public events or other physical manifestations. Five final artists will be selected.
