I think Apple is definitely responsible for the behavior of its suppliers to some degree, but local regulators and governments are also responsible for upholding existing laws. Corporations are ultimately responsible to their shareholders and will drag their feet to do what's "right" if it harms profitability. Local government officals are ultimately responsible for the well being of their citizens.
