2006年9月27日"中外对话"网站正式宣布成立，并在英国伦敦大学亚非学院举行了发布会。国际知名记者及"中外对话"总编伊莎贝尔·希尔顿主持了发布会。有关政府官员和专家应邀出席了发布会，并作了主题演讲。英国外交部气候变化专员约翰·阿斯顿畅谈了中国和世界相互依存发展的现状；现就职于诺丁汉大学中国政策研究所的水资源管理专家李承昊博士分析了中国在制定水资源政策时面临的挑战；网络分析和设计师比尔· 汤普森高度评价了"中外对话"网站创新的双语版面设计。
chinadialogue had its official launch event on September 27, 2006 at the School of Oriental and African Studies (SOAS) in London. International journalist and chinadialogue editor, Isabel Hilton, gave a short introduction. John Ashton, Special Representative for Climate Change at the UK Foreign and Commonwealth Office, spoke on China's interdependence in the world. Dr Seungho Lee, environmental analyst specialising in water management at the China Policy Institute at the University of Nottingham, spoke on challenges to water policy in China. Finally, Bill Thompson, technology critic and essayist, discussed chinadialogue's innovative bilingual web architecture.
