EU summit draft backs binding renewables target

German Chancellor Angela Merkel claimed a breakthrough in the fight against climate change on Friday after proposing a European Union summit compromise to set a binding target for renewable fuels.
A draft statement would set a legally-binding target of 20% of renewable sources in EU energy consumption by 2020, but allow flexibility on how member states contribute to the goal.
